You need a tool reserved to PARTNERS

Note, after discussing with simply accounting, there is an SDK posted at:
http://support.accpac.com/spp/library/default.asp#simply
Download and install the latest Simply Accounting SDK.
They even include a import.exe file that will push the export into simply accounting so it is a one step process to export and "push"
  In the "Manuals" directory you should find a file called "dev-import.pdf" this file contains the description of import for the IMP format.
You might need to join as a partner developer...
